I'd start by writing letters to the postal inspector c/o of the zip code he
lives in. Even though the trades were set up over email, the fact that some
of the trades took place through the mails makes his actions mail fraud.
A call to the district attourney's office in his area would probably get you
more information on what they can do as well.
