I only briefly looked at the article, but they requested information in order to identify the people who downloaded the most. Those people will be sued. I don't think it's been revealed yet what the threshold is that will separate those who get sued, and those who don't. They've got to keep the number of people they sue small enough so as not to create a wave of public sympathy for the defendants. I think the goal is to spend a minimum on legal fees in order to make example of a few people, so that others become afraid to download for threat of litigation.
