sound forge is my fav.
just select your ink that contains your region (track) and right click and select the add/mark region funct.
then when you're all done laying those out (don't forget that you gotta do the last one too) you go to Tools menu and select export to regions.
i think cd architect or whatever made it a bit easier, but that one's pretty easy and slick. just gotta make sure to zoom in quite close at your start/end points and make sure they're lined up right or you'll miss a split second of sound here n there.
naming options are nice too.
