I had my wallet stolen a year ago and had to cancel the credit card
under whicj i set up my Paypal account. Since I have changed the bill to
card on my account my account has been restricted and I am unable to
send or receive funds. In order to remedy this, they require various
tasks....faxing them my id etc...not worth the hassle /time. Too bad,
was convenient to when I had the option.

What's the beef? Sounds like they are protecting
your interests: they do not know if your identity and
accounts have been compromised or not.
You don't want to do what they require in order to certify
that they are still dealing with the legitimate
account holder: that is on you, not paypal.
