Exactly so. EPA ratings should be used as a basis for comparison, if anything, NOT as an expectation of your actual results. IOW, if a car says it gets 10mpg and another car says it gets 30, then you should expect the second car to get three times the mileage of the first.
Another comparison that can be made is SEER ratings on air conditioners. A 12 might be 20% better than a 10, but if the 12 is underneath a cottonwood tree, or if you run at 68 degrees during a 100 degree summer... your bill might not go down.
