Tujiko Noriko makes really nice electronic music with her own vocals.

Not IDM at all really but great stuff for adventurous listeners is "onkyo",
the loose collective of improving Japanese musicians that generally work in
quieter forms of free improv. *Toshimaru Nakamura* being my personal
favorite of the bunch.
