The Liverpoool Sound Collage Project was definitely put together by Paul
McCartney. It was the sample-heavy soundtrack to an exhibition at the Tate
Gallery in Liverpool last year - it was an exhibition of collage works by
pop artist Peter Blake, and included lots of very strange items from his
collection.
Peter Blake and McCartney are good friends, as Blake was the creator of the
supremely famous sleeve to Sgt. Pepper's Lonely Hearts Club Band. (Which was
itself a collage).

Yeah, that Liverpool Sound Collage Project, from what I recall, was
produced by McCartney, and performed, or maybe just curated, by Super
Furry Animals. I remember it being pretty cool actually, with zillions
of oddball samples and found sounds thrown in to make semi-songs, and it
gave me a renewed sense of hope in Paul's current musical sensibilities.
And either Capitol, or one of their imprints, released it to boot.
