Fair use allows for up to 30 second samples for review.
To offer full tracks and be completely legit you need to register with
ASCAP, BMI and/or any of the other royalty houses, then make sure the
title is covered in their catalog. Or, get written permission from all
copyright/publishing holders.
"Repeated Play" is something to take into account. If a web site visitor
is able to listen to full tracks over and over again at will, your
site will ruffle a few feathers for sure. Even if you're licensed.
I've always taken extreme measures to secure permission and pay
royalties. Too many naieve fans get cease and desist letters.
