Unfortunately I think if you spend less than $300 to $500 on an album it probably won't be worth it. Like chthonic streams mentioned $150/ hr is pretty typical. It's probably only worth it if all the other pieces are in place - a label or distributor, promotion, etc. If you have no money, just do some overall leveling and light compression and leave it at that. I use the Boiler Room in Chicago (brmastering.com) - I've worked with the engineer for several years and he does an amazing job of getting my computer-generated music 'out of the box' I've also hear good stuff from people in Chicago about Mastermind Productions (http://www.mastermindproductions.net/mastering.htm) - he's in Milwaukee and Casino vs. Japan and the Wobblyhead stuff gets done there.
