Maybe some piracy, but I think bad distribution also plays a significant part. Here in Belfast it's a pain to get anything decent by any other means except mail order. And I've had bad experiences in that field (Sister Ray / Rough Trade) - so if people can't get the product they'll turn to downloading it. I prefer an original copy but a lot of material is too tricky to find.
