There are loads of tutorials on flash developer sites out there,
http://www.flashkit.com is generally quite good, but:
http://www.google.com/search?hl=en&ie=ISO-8859-1&q=scrolling+text+flash+tuto
rial&btnG=Google+Search
Will give you loads of tutorials on how to do it in different ways. Remember
the perl mantra when approaching these things "There's more than one way to
do it!" so it's best to check out a couple of approaches and find one which
is suitable for you. It's not the kind of thing you can go into explaining
lightly, as it's a programming things.
As for cools sites. Why not check out the sites linked to by these two:
http://www.linkdup.com
http://www.k10k.net
Which are good starting points for exploration as they are both sites which
are highly lauded by most webgraphic designers
