NASA, or other US government satellite images which are unclassified, are
considered public information.
I don't believe your citizenship makes a difference.
However, to use such images,you do need to get permission from the project
office that produced the image. You will need to provide them with specific
details about the intended usage, and you will have to pay costs associated
with getting a copy suitable for reproduction, such as the cost to get a
photographic print made. I wouldn't risk using an image without permission, as
the minimum award for copyright infringement of photographic material is
$50,000.
If it's a Hubble image you want, you will need to contact the Space Telescope
Science Institute.
Not all satellite images are produced by government programs. There are plenty
of commercial satellite companies who are in the business of selling images.
If you know what image you want, I might be able to get contact info for you.
I'm partial to the images from Galileo, but then again I was a member of the
flight team, and I worked on alot of the sequences that produced the images.
