The reason why your messages bounce is that your ISP supports spammers,
either by choice or by ignorance. My ISP is aggressively blocking
spammers, sometimes blocking entire Class C nets (at any given moment 5-10
spammers are trying to gain access to the system, and it's a small
system).
I recommend that you email your ISP and threaten to change ISPs if he
doesn't take a stand against spammers. The same goes for anyone else
reading this message.
