There are two strong possibilities in my book, but really in the end, who cares, because dnb/jungle (as well as hardcore) built on so much that preceded it. It's almost like asking where the first breakbeat came from. That being said, here are the two records that are contenders to what you are looking for.
Lenny D-Ice - We are IE
LTJ Bukem - Demons Theme
Both made in 1990, Bukems record came out slightly after 'We are IE' as he played it on dubplate for a while before starting up Good Looking to put it our formally in '91. No matter your opinion of LTJ and putting aside his business ethics for the moment, 'Demons Theme' was definitely one of, if not the most influential dnb/jungle/hardcore records of all time.
