I'd rather say it doesn't work because the way WinAmp normally plays CDs is right from the drive out to the soundcard using that cable that connects both - and of course you can't apply any effect to that signal. Something like http://www.winamp.com/plugins/detail.jhtml?componentId=546 should do the trick, though - it extracts the audio data from the CD and plays it like a WAV file.
