They were; they recently changed their laws under international pressure,
though. (They give much less copyright protection on live performances than
most international copyright conventions prefer, hence the many many
grey-market live discs out of Italy over the past few years.)
Real BOOTLEG bootlegs, on the other hand, were no more legal in Italy than
anywhere else, so that market isn't going to be affect much by changes in
that country.
