Simply put, it started to (A) stagnate; and (B) suck. Ironically, I think the downfall started with what I consider one of the best albums of the genre, Ministry's "Land of Rape and Honey". The melding of crunchy electronic rhythms and speed/thrash metal guitar work on that album was brillant - and totally unprecedented (AFAIK) - but unfortunately, it helped to spawn a deluge of horrendous "metal band with a sampler" style music that continues unabated to this day. As it stands now, the only so-called "industrial" bands that are doing anything worthwhile as far as I can see are Coil, Download and Haujobb, all of which I'd consider fair game for discussion here. Otherwise, this is getting waaaay off topic, so I'll shut the fuck up now.
