If this is a CD problem then this obviously (unless you've got very steady hands and a very fine needle! :-) won't work - what I find can be quite successful for mending surface scratches is very fine metal polish (I use Duraglit), which, rubbed gently on the surface, rounds off the edges of the scratch and presumably minimises nasty refraction effects. Sounds strange, but it does work quite often.
