Why? Re-releases have a limited appeal. If they put out re-issues, they'll get the hardcore fan-base buying it but not much else. Its more interesting for Warp to release new music by new artists. Thats not to say its not a good idea but new music/artists has got to take precedence.

Ah - a value judgement. Define 'decent'. Warp don't exist as a charitable service for starving musicians that a bunch of people on IDM define as 'decent'. They release music by artists that Rob and Steve like. If you like 'em too, great. If not then, okay - don't buy it.
