Actually, the guys DNS server is screwed. Those who can get it are probably getting it through a caching DNS server. The primary DNS server for it is down [or at least not routing from a wide portion of the net] and there isn't no secondary DNS server. Of course not; I'd hazard a guess that there's more than one site hosted on that server, so it actually uses the domain part from the HTTP request to figure out which one you're after, which of course isn't there if you use the numeric IP address.
