There's some pretty nice minimal but hard garage stuff called Bassline. Check it out sometime. I find myself liking about maybe 15% of the garage stuff. But like a lot of musical genres that are starting up, it's still got a good ways to go before people hop on the bandwagon and start making some really nice stuff. i personally like the garage with the really hard nasty 2 step hits, samples from amens, etc, and really strong basslines. UK garage is in a bit of a slowdown these days, but stuff is still coming out. I'd recommend starting your research at www.dubplate.net. This is run by the folks behind Ammunition management & distro, and all of their artists have a tough, dubby sound, much more underground than the pop/charts stuff like So Solid or Artful Dodger. Artists to look for include Horsepower Productions, Ghost, El-B, Zed Bias, Maddslinky, Darqwan, etc. Also check www.hyperdub.com for some good articles and mix sets of similar material. For mix CDs, Locked On has two good ones in the "Sound of the Pirates" series, one mixed by Zed Bias.
