Yes. It's still the defining specification for CD audio, though. If you're worried about compatibility with all players (as the original poster specifically asked about), you should comply with the Red Book and keep your CDs 74 minutes or less (and use 74-minute CD-Rs; an 80-minute CD-R isn't Red Book even if it has less than 74 minutes of audio on it). But it's mostly a theoretical problem.
