Can someone help me ID the CD this track is from?

The CD came out in or before 2000.
The first track soft and minimalist with clicks for the beat.
The second track starts with some distant radio samples, and then
starts to drone. An analog beat starts about half way through.
The CD ends with bleepy filter sweeps, and a 4x4 kick beat plus some hihats.
