The Robert Anton Wilson connection is from Discordianism, which he wrote
about but did not invent. Discordians worship Eris, the goddess of discord.
Discordians believe in the Law of Fives, which is that anything (with enough
ingenuity) can be related to the number 5, or the number 23 (2+3=5). The
saying goes that (with enough ingenuity :-) anything can be related to the

I myself am a Discordian Pope (and as such I should be properly addressed as
"your excellency") - anybody can be a Discordian Pope. (The Black Dog have
been known to go under the name "Discordian Popes" - another IDM link).
William Burroughs described something called the "23 enigma". Possibly this
is where the Discordians got it from, and this is the origin of it's use by
