you should check out lame. visit:

if you're using unix or linux, simply grab the lastest source
tarball, compile and have fun!
if you're using windoze, you might find it easier to visit:

grab lame.exe, the command-line binary, then visit:
http://www.uic.nnov.ru/~loea/index-en.html
and grab lamebatch.zip if you need a graphical front end.
