in canada they forced a tax on blank cd-r and drives that write
them. in the states they are trying very much to do the same and
have done so with 'audio' cdr used by some stand alone systems.
the software and business industry has done well so far in keeping
the tax at bay as the vast majority of cdrs are not used for music
purposes.
the bigger threat, as it were, is laws to require DRM built into
all consumer electronics. not sure how effective such laws would
be, legislating technology has never been very successful in the
past (witness the worldwide region code DVD failure.)
