you'll want to clean up the tape with some sort of "restoration" software,
i personally like the noise reduction plugins on soundforge,
but there are lots more out there.
ask around , as many people have different preferences...
record each track onto your hard drive, and clean them up one at a time,
you might have to do a bit of normalizing and/or compression/limiting as
well , to sort out the levels.
for converting to mp3's, i like audiocatalyst because it's a nice stable
program, and it gives you a lot of encoding options,
once again, ask around...these are only my preferences :)
