Sounds like a spliff, and Camberwell can lay no exclusive claim
to it.
Back in the 70's, when Drugs Were Good For You, we used to roll
them by sticking one cigarette paper on the bias onto another
so you can roll a cone shape. You can roll a bit of a match cover
up as a primitive filter as well.
Look sometime at the cover of the Wailer's album "Burnin'" for an
example of a proper Jamaican spliff.
