I suspect that this is a joke/hoax.
If this technology really existed, and was capable of being implemented on
regular CDs that are playable on regular CD players, I think there would've
been a lot more coverage & a lot more CDs released using the technology.
A Google search on "Audio layering" doesn't bring up anything on this
technology, at least not in the first 10 pages or so of search results.
