Some people define "music" and "musical" in many ways. But to [mis]quote someone (I always thought it was Steve Stapleton who said this, but maybe not?): "You don't have to call it music if the term offends you." For me, there is A LOT of feeling in some of the more "non-musical" sounds.. sometimes it is a feeling of isolation and coldness (minimal music *tends* to pull me this way) -- though sometimes the noises give me a sense of warmth and security (much like a stuffed penguin). I find A LOT of the overtly melodic IDM stuff to be far too obvious to make me feel much of anything more than: how cute. noise/static/blip/bleep is nice to some. and i somehow doubt it has to do with "technical triumph" -- or at least not for me...
