There's a Japanese compilation called NO RIGHTS GIVEN OR IMPLIED:
THE ORIGINAL SAMPLERS that has a lot of Steinski stuff. This is
supposed to be available through Ninja Tune mail-order; you can
find it in the catalog at their web site. However, I don't know
anyone who has actually ordered or received this CD. It may be
vapor-ware.
BTW, the track in question is called "The Motorcade Sped On."
It was also released on a free 4-track ep with an issue of NME
many years ago.
