To be fair to the creator, they are Ennio Morricone's sounds.
Actually, Todd Terry beat Juno Reactor and David Thrussel (David Thrussel?!?!)
to those samples by more than 10 years.

" Todd Terry took the Morricone bit (turning it into a wicked enchanting synth riff) and kept a
single line of vocals which became the title of his 1988 house classic Dreams of Santa Anna and he
also used the same elements on a track called The Texican, both recorded under his Orange Lemon
pseudonym."
And The Orb used Morricone samples on 'Little Fluffy Clouds', well
before either of those mentioned used such samples.

""Little Fluffy Clouds" incorporated the voice of Rickie Lee Jones waxing dreamy abaut
her childhood into bubble beats, crowing roosters and Ennio Morricone
samples."
And Jonzun Crew beat 'em all to the Morricone stuff on
'Space Cowboy', sampling from 'The Good, The Bad and The Ugly', in 1983.
