The question is not so simple... since personal taste has a huge lot to do with the definition of 'best' :-) I rather like the long tracks and dreamy washes of "Milano" the 1999 release of music written for the Issey Miyake Men's Wear show. I do not enjoy Hoshi No Koe very much at all, nor am I mad about Scope, although I don't own it or know it very well at all. But many people say Scope is brilliant, so what do I know? There's also a rather pretty album titled Child's View (NOT the same as as the Child's View "Funfair" release). This came out on Toy's Factory in 1994, but may not be what you're after... Of his recent work, Scope does seem to be highly acclaimed. If at all possible, try to listen before buying, and happy hunting!
