i know that like anything, there is a lot of crap sort of overcommercialized garage that came out in the 90s and early 00s but i have to assume that like any genre there was probably some reasonable amount of decent stuff as well?

Yes. Part of what makes this genre interesting is that it hasn't enjoyed much of a spotlight here in the states. Some of the cheesy older tracks are based on vocal house and are more soulful.
