There are no such "rules" for making house music. If you want to assume there *are* rules for house, then you must also accept that IDM has similar rules: HAS to have no vocals, HAS to have an inconsistent beat, HAS to prominently feature obviously synthesized sounds, HAS to be done by men, HAS to be unperformable live, HAS to not use any traditional acoustic instruments, HAS to be out of key. There's a difference between a 'defining characteristic' and a 'rule'. The fact that you even percieve the world of music as being made of rules must make being a musician extremely painful for you. The creative process doesn't need to begin by choosing a genre and then proceeding to follow its "rules".
