I can't speak for speak for Seattle (I was wondering about this myself since my brother just moved there and I'll be visiting him, and possibly visiting Portland too, so any info about these would be appreciated) but Minneapolis has its fair share of IDM events. Every Thursday there is Affect at Liquid- it features local IDM DJs and live PAs (though it's sadly the same line-up every week, so far) and they're trying to draw some of the larger acts. I believe that they have Jake Mandell confirmed for a future show, etc. And if you're going to be in Minneapolis you have to check out Let It Be, one of the best record stores ever for IDM/experimental music.
