I am sure that many of you have heard of the recent requests from many of
the RBOC's (Regional Bell Operating Centers, your local phone company) to
charge a metered rate for Internet access. This will have a definate
impact on the internet and access to the internet as we know it. This
metered charge is rather excessive. There has been a limited number of
newspaper articles talking about this and a limited amount of network
discussion. There was a few years ago reference made to something similiar
to this which turned out to be a rumor. This is NOT a rumor.
Guesstimates range from 4-5 cents per minute for the large companies and
up to 40 cents for the smaller ones. They contend that internet usage
has/will hinder operation of the telephone network. The FCC has set up an
email box for comments -- all replies must be in by Feb. 13. The address
is isp@fcc.gov. You'll notice the public hasn't been told about this =96
the Computer User's Group requested help in spreading the word so we'll
have a chance to express our opinions. You know who will be eliminated by
these charges -- students, older folks on fixed incomes, the usual
"have-nots"!
