This is URGENT and seems not to be a hoax. Since we depend on the 'net for news etc., don't let this slip by. Comments to the FCC are needed by TOMORROW (Feb. 13) at isp@fcc.gov. Rex ***** I am sure that many of you have heard of the recent requests from many of the RBOC's (Regional Bell Operating Centers, your local phone company) to charge a metered rate for Internet access. This will have a definate impact on the internet and access to the internet as we know it. This metered charge is rather excessive. There has been a limited number of newspaper articles talking about this and a limited amount of network discussion. There was a few years ago reference made to something similiar to this which turned out to be a rumor. This is NOT a rumor. Guesstimates range from 4-5 cents per minute for the large companies and up to 40 cents for the smaller ones. They contend that internet usage has/will hinder operation of the telephone network. The FCC has set up an email box for comments -- all replies must be in by Feb. 13. The address is isp@fcc.gov. You'll notice the public hasn't been told about this =96 the Computer User's Group requested help in spreading the word so we'll have a chance to express our opinions. You know who will be eliminated by these charges -- students, older folks on fixed incomes, the usual "have-nots"! PLEASE FORWARD THIS MESSAGE TO EVERYONE YOU KNOW! Actually, the tax would not be paying for the internet. If we weren't using the phone lines, we wouldn't have this problem (but we'd probably be paying a lot more). On Wed, 12 February 1997, at 20:42:28, Ben Coffer wrote:

Hello?! DUH, Americans paid for our current net and it's entire construction down to some of the original TCP/IP and unix-based protocol *engineering* through TAXES to our Federal Gov't DECADES ago! Over 75% of our federal taxes go to the military here, and ARPANET, a military communications system meant to survive nuclear attack (no critical central hub to the network linkage) the internet was born. We are still paying for it, even those Americans who don't use it. What, do you think aliens came down and gave the USA pbx's, .gov servers, and digital-backbones? Do any of your UK taxes pay for your connectivity? ;> I apologize for continuing the off-topic thread, but at least having the most fundemental bit of history of what you are using to communicate with seems proper here. The internic is in the USA, in case you didn't notice. David solenoid@europa.com <------+

Thanks for the attitude problem, unfortunately it appears I have no need for your file "negative-attitude.exe". Seems you missed the point completely, I didn't mean we paid for the INTERNET!!! Jesus christ, that's obvious, I meant we've always had to pay for ACCESS to the internet via phone bills and internet service provider account costs. Anyway, enough of this crappy crappy thread. -- Ben Coffer Hybrid Productions

Well, we ARE all paying for it. But, if this FCC ruling passes, we are all going to be paying a hell of a lot more for it. The per-minute fees would also greatly diminish Internet usage. Not all of us could afford $19.95 a month PLUS whatever the local Bell pricks want to tack on. Especially on a per-minute basis. Mucho $$$! As if our local phone bill wasn't ghastly enough as is. And that reminds me: a big, and I mean very big, FUCK YOU, to the regional Bell operators. I hope you greedy motherfuckers choke on the fat wad that we're all paying for your "stellar" service. On a happier, more IDM note, I was wondering if anyone out there has heard and/or could comment on Test Department's new single, "Totality 2"? I haven't seen it in any of my catalogues yet but have seen it talked about on their web page. Thanks in advance! Dennis O'Hare noise@webtv.net
