So what is music? Look in the dictionary and you will find the differences between "music", "sound" and "noise" have mostly to do with subjective judgements. Is the word "music" reserved for only certain kinds of art whose medium is sound? Is there another sound art? If you cannot classify techo, et al, as "music", you need to move your goalposts. If you are dancing at a rave, or standing in the middle of the forest, or in the middle of the busiest intersection of a large city, and you cannot hear music around you--well, the sounds don't need to change, only your perception of them.
