I'd say the Spaceheads fit your bill. Lots of swirly atmosphereics and beats with great horns overlaid, if I remeber correctly. Only heard it once though, check http://www.insound.com/tour/, it's one of the Tour support, "eps". Not sure how 11 tracks and 50 minutes is an ep though, but it's only $6.50. It's limited too, which reminds me that I need to pick up a copy for myself. Pluramon seems a bit rocky for you definition, but it's on Mille Plateaux, if that gives an indication of quality. Haven't heard the new remix cd though, comments anyone? Maybe Bowery Electric, Labradford, Kranky school of sound? Seefeel maybe, I've been listening to Quique a lot lately.
