maybe it's an official cassette release. maybe it's a DIY release
and it being on cassette is part of the point. maybe it's a
cassette-only advance copy (such as both autechre and interpol have
done to cut down on digital piracy).
everyone uses what they want or what they have at their disposal.
the limitations of some of these formats can actually lead to further
avenues of creativity and innovation.
