I think its whatever they want to decide it is. As a reaction to drug culture, i'd imagine they mean anything that goes all night and has djs, and not enough money to pay them off. Technicalities like guitars being electronic instruments are really just that - technicalities. But i'm not in LA - just how wide are they going? Like shutting down the goth clubs and movie soundtrack studios? I'm not really sure what anybody considers "rave" anymore. The term went out of fashion a long time ago, and there haven't been regular events in a while. Even when there were events, there wasn't much interesting going on most of the time anyway. Most of the dj culture rave scene has gone into clubs. There is better scene for "live" electronic music than i ever saw during the rave days now.
