This is not only a US issue BTW -- I lived in Hong Kong until a couple
years ago, and our scene was really starting to blow up a few years
back. More and more local HK people were getting into the scene, we were
getting top world DJs every weekend, lots of local people starting to
produce tracks, some live electronic bands and indie releases...but then
drug crackdown began, police busted countless parties, always checking
IDs, searching people, etc., etc., and as far as I can tell it went a
long way into dissipating the creative energy that seemed to be building
up. Sad.
