the other guy of Volsoc (the SOC, or stupid octave cat, part) is Justin Maxwell, owner of code404.com and list moderator for the Nord Modular list. I'd say that, much like how "detroit techno" can be made anywhere, "german electro" is simply a term describing the general sound. There's certainly nothing wrong with using a place or a culture as an adjective, else you'd never have "latin music" made outside latin america, or various other musical genres. Again, the name is mostly meaningless.
