Oh, the page itself *does* both work and exist.
The symptom you describe is Netscape 4.x's braindead way of telling you
that it couldn't find the stylesheet at the URL you gave above - by
displaying the error page for that rather non-important file instead of
just displaying the page you were looking for without that style sheet...
Either temporarily disable style sheets in Netscape's preferences and try
again, or switch to a less b0rked browser - i.e. Mozilla.
