The $10-$20 is an "administration fee" which they are charging you just to
LISTEN to your music. You than have to pay an additional $100 if your track
is chosed for inclusion.
Sadly, these sort of "promotional opportunities" aren't that rare. And as
someone who has received more than a handful of these sort of compilations
for review or airplay consideration, I can tell you that they usually suck
ass. Most artists with enough talent to produce listenable music also have
enough brains to recognize these deals as the scam that they are, which
means that with very few exceptions, the material that ends up on these
things is pretty dire.
