I dont think thats the total reason, i do agree with some of what you said.
but they may not for certain have worked it that way in the begining.
4000 is still more than 2000 when you only have a set budget.
If the label worked then sure, i would expect runs to expand, but releasing
back catalogue
while still releasing new work by same/similar artists isnt a very
productive state for a label to be in.
