That would be Steffan Robbers and he has released a TON of stuff. Most recently he has released to excellent eps under the name name Sierra Romeo on his own FWD label. But Steffan has been doing great stuff in the melodic detroit- influenced style since the early 90s. Also check out any/all releases on his Eevolute Muzique label - smooth lowlands- styled techno/electronica from back in the mid-90s. I think the web addy for Eevolute and FWD is http://www.eevolute.com but i dont have a browser handy so i'm not positive on that url.
