My friend just sent me a CD of 'breakcore', ie breakbeat with hardcore
sensibilities. I quite like the stuff on there from Panacea and Venetian
Snares, as well as interesting stuff from 'DJ Scud', but the track which
really grabs me is by Echo - 'Sinistar'. Anyone know some background on
these artists?

Well, I've never heard the CD you are referring to, but I am willing to
bet most of it wasn't breakcore, but drum n bass.
Panacea has been producing for a long time on Position Chrome with his early
output being really nasty and mental (and quite good!) but recently (last
couple years) it's been total garbage. Look for and Position Chrome releases
before #22 or so and you'll be on the right track.
Venetian Snares (Aaron Funk from Canada) is probably what you referred to
as 'breakcore'. I don't have it yet, but I highly recommend "Songs About
my Cats" on planet-mu. A very toned down V Snares release, but its still
pretty nice. Audio samples on planet mu.
DJ Scud is a key part of Ambush records, who plays and records drum n bass,
hardcore, breakcore, etc (basically anything hard and loud). Check out
him or anyone for that matter on Ambush. I like their material much more
than your average loud and noisy underground label.
Echo is definitely drum n bass and affiliated with Green label as Atomly
mentioned. As far as I know, he only has 2 singles. Sinistar/Microdot (which
I have) was released a few years back and Photogel/Drop Dead (on Phylum
Recordings) which is his latest effort. He has also worked with other Bay
Area dnb artists on a few singles, but I can't remember the alias' used,
so I won't even try to guess. He seems to be pretty low key, even though
his material is quite good and very original from most dnb.
