I don't know about the laws themselves (but laws don't count that much here anyway :), but I surely never found a bootlegged CD for sale in a store. What you're probably referring to is the "Rent-a-CD" phenomenon -- you can basically rent a CD for $2 or so for a coupla days. When renting was outlawed, all those Renting stores changed policy, and instead of letting you borrow a CD for 2 days for $2, they will sell it to you for $20 and then buy it back 2 days later for $18.
