It's actually Electronic Eye - 'Closed Circuit.' It's Kirky, with a lot of ambient delayed plinking synth on many tracks. A few beatless tracks, a couple of monster builders, generally quite good. I think it could be a bit more diverse though. I recommend it.

I haven't heard it but it's from circa 1982 so even though nowadays I'm a Kirk completist I won't be buying it. If you like that era of CV enough to still want more, go for it (me, I'm satisfied with 'The Living Legends,' 'Eight Crepuscule Tracks,' and 'The Voice of America,' although I've heard much good about '74-76').
